Handling the Covid-19 Vaccine Problem, the Government Relies on Telkom and Bio Farma

The government is collaborating with two SOEs, namely Telkom and Bio Farma, to be responsible for distributing the Covid-19 vaccine to the public. Meanwhile, for the target of the first phase of the vaccination program, the government targets people in the age range of 15-59 years.

“In each of these programs, either government-assisted or independent vaccines, there is a distribution process, there is a registration and vaccination process, there is a vaccination service process and of course, there is a data aggregation process. This end-to-end process is not something simple and easy. Because this may be the first time we have a celebration of this magnitude, especially in the health care sector, right," explained Director of Digital Healthcare PT Bio Farma (Persero), Soleh Ayubi, in the KPCPEN Webinar, with the theme 'Readiness of Covid-19 Vaccination Data Infrastructure', Tuesday. (24/11/2020).

All data is currently in the stage of matching and integrating between relevant ministries and institutions. "We are integrating data from various sources, including ministries or agencies, telco operators for the validity of vaccine recipients," said Fajrin Rasyid, Director of Digital Business at PT. Telekomunikasi Indonesia (Persero) Tbk on the same occasion.

The former boss of Bukalapak is confident that the system that is being built will make the vaccination process easier and faster. "Later, when the vaccine is available, we will monitor production, how it is delivered, the amount and matched with the needs of the vaccine," he said.

Furthermore, he said, this vaccination system will immediately be able to provide data based on priorities or targets set by the Ministry of Health. This system will then be used for government-assisted vaccination programs, as well as independent pathways. "So people who are registered in one system are not registered in another system," added Fajrin.

As a producer and distributor of the Covid-19 vaccine, Bio Farma ensures the safety and availability of the vaccine which will be monitored digitally. This system will label bottles to vaccine storage bins with barcodes - the first model in Southeast Asia. “There is detailed information regarding the ID, when it will expire, what batch number, what serial number, and so on. This is probably the first time in Southeast Asia," said Soleh Ayubi.

Not only on storage containers, this digitization system will also monitor the distribution of vaccines. “Each cold room, chiller, truck, and motorcycle will be installed with location sensors, temperature sensors and behavior sensors for trucks will be installed. We will know for sure, for example, there are 83 trucks, we know where each position is, based on the barcode, we will know how much is in the truck, where, where, we will know in real-time," he added.

Self Registration Process

Furthermore, Soleh explained, people who will carry out mass Covid-19 vaccinations independently will be divided into three registration methods. The first is through the application, the second is through the website and the third is through a manual process directly at the location where the vaccine is given.

Given the limited number of Covid-19 vaccines, Soleh ensured that he had anticipated the naughty actions of certain institutions or hospitals that intended to stockpile vaccines.

“Then there is a process for Pre Order, now this is also very important. It is especially important for distribution, so we will know how much the real demand in the field is. As I said earlier this vaccine is very limited. So it can't be that one clinic says I requested 100 million doses without a real demand. This is also with features like this, of course, we can minimize hoarding,” he concluded.
